Saya yang menurut perintah

If you ever receive any official letter from the Government in Malaysia, most probably you will see "Saya yang menurut perintah" just before the signature.

Literally "Saya yang menurut perintah" means "I am following orders"

Geez, that is a great excuse, if anyone ask responsibility, you can say I am just following order.

I feel that word should not be used as it sounds that i am not responsible. Just pass the buck around.

And didn't General Tojo Yamamoto use this excuse when he was accused of war crime after the end of World war 2. Of course he was hanged for the crime. And the Nazi use this excuse at the Nuremberg war tribunal also.
